Last night, floodwaters submerged Balboa Boulevard in Newport Beach, where some drivers navigated flooded streets.

Rachel is expected to move ashore in Baja California late tonight or early tomorrow before bringing heavy rain and gusty winds to the southwestern U.S.

Post-tropical cyclone Isaias is breaking apart over central Alabama, but heavy rain and strong winds continue to threaten parts of the eastern U.S.
