WASHINGTON — The Defense Department’s second in command hastily gathered top military and defense acquisition officials for a meeting Friday night to discuss ways to quickly address a shortfall of U.S. weaponry — after he got an angry phone call from President Donald Trump, according to four people with knowledge of the meeting.
