By the time the government announced strict water rationing, some frustrated islanders had lacked water for over a week and were struggling to find any available.

SAN JUAN, Puerto Rico — Water trucks on the side of the road are the lifeline for tens of thousands of Puerto Ricans enduring one of the most aggressive water-rationing plans in a decade.
